Leinster Council consider "central stadium"

Leinster Council will consider the development of a centrally located stadium to become its regional headquarters in the future.
The proposal is part of a new Strategic Vision and Action plan put together by the provincial governing body and released this week.
The Irish Independent reports that the likely venue for the redevelopment work is O'Moore Park in Portlaoise, which could then act as a regional HQ for Leinster Council.
The refurbished venue, which could have a capacity of around 40,000, could then become the home of the Leinster hurling final, which has routinely been played before a half-full Croke Park since the development of GAA HQ in the 1990s.
5 or 10 years ago would have being the time to do this when there was money in the country .O'Moore Park in Portlaoise looking like the likley venue for development Does this mean that the Leinster council will pay for the redevelopment of O'Moore park after the Offaly county board havn to fork out, and are still forking out for the development of O'conner park. I think it would be handier on the Leinster council to do abit more on Oconner park than a complete redevelopment of O'moore park.
Is it needed for anything else apart from a Leinster hurling final?
Portlaoise as it stands is currently big enough for the sort of neutral games it gets.
Several counties have upgraded their grounds and the trend has gone towards home and away arrangements.
It seems like an awful big project just to have Leinster hurling finals played in a ground that won't look empty. What other fixtures in recent years would have been better being played in a 40k capacity Portloaise?
