Is this the same Mr.Cusack who is constantly calling for referees to ignore the fact that 95% or so of "hand passes" are in fact thrown balls?

It seems this fella wants an a la carte approach to the rulebook. Blow for some things but not for others.
Hurling is breaking down because a fundamental element of the game has been altered illegally and is now just ignored almost totally....but for 1 blow for a throw per team per match
Ignore a thrown ball,......ignore a flying elbow to the side of the head, what's the difference?
Who gets to decide which rules can and should be ignored and which are implemented?
