My reading of the situation is 14k tickets went on general sale and all 14k sold out within minutes.
The rest have been distributed to the clubs.
However the radio silence from Offaly and Tipp makes me think moves are afoot behind the scenes.

The question is, did Offaly clubs get an allocation of tickets? It doesn't seem so.

So are we saying that clubs in Tipperary have received ticket allocations but clubs in Offaly haven't? Surely that can't be right?

14k were sold on general sale and 5k allocated to Tipp it seems so surely we also received 5k?

All you have to do is look at most Tipp clubs GAA social media pages and majority have posts about having tickets, for example see below:
Not one Offaly club has any posts on social media regards same, and I've spoken to people in the know in a few clubs around the county and they haven't heard anything about tickets available from clubs. I hope their wrong but the silence is deafening.

Clubs on Tipp getting an allocation, yet no word of clubs in Offaly.
As far as I know this internet thing has reached Tipperary too, so why the neef for Tipp clubs to get tickets and yet none here.
GUBU springs to mind. Was there ever an All Ireland before where the clubs of one county got tickets and clubs in the other didn't? The answer is no.
The county board need to clarify how this occurred, it's not good enough. They want club members to stump up and buy the county lotto tickets yet no sign of tickets being made available to clubs and their members. All the talk of how important the supporters are seems very hollow this evening

Any hint that Offaly have a separate allocation for the clubs? Right now it doesn't seem like it,
If Tipperary have gotten a separate 5,000 boxed off for themselves and Offaly haven't - relying solely on the open sale, then Tipp have pulled a masterstroke.
At the very worst for Tipp, if they don't sell their allocation, they'll not hand them back until the last second.
