Offaly teams even at their peak, had much the same 15 players line out in every game. The lack of depth in a panel from a small county would have an effect, compared to counties with greater playing resources.
Another contributing factor was the rule change in 2000 that upped the subs allowed ...

People seem surprised by the lowish attendance yesterday.
Weather and time of year are factors, but mainly Offaly people don't come out in numbers when they've doubts about the chances of winning or success.
The recent U20s group are a complete outlier...or simply confirmation that success has 25 ...

I don't see a particular defeat that started any decline.
People will remember matches that were lagging indicators - the decline was already in the pipeline, the match confirmed it.

In such matches, a big losing margin comes from the opposition's:
A) firepower to run up a big score
B) desire to run up a big score.

Exact same draw as last year, with home/away rotating. Kilkenny and Wexford don't have their usual last day game, which is the main change from a general perspective.

In 2025 Offaly led in 3 games with 10 minutes to go, and won one of them.
Home advantage will be an assistance against Wexford and Dublin, but that alone won't swing it. Both those counties will see those tight wins as a warning shot and probably take Offaly more seriously in 2026.

There are precedents for and against and Rule 7.5 (n)(ii), where score was incorrectly recorded where it had significant impact on result applies.
Kilkenny Tipp is not relevant and very different as Tipperary won the game by either 2 or 3 points allowing for discrepancy.

Yes, Mickey Whelan was sacked after that match. Him and his team got a fairly hostile reception from the home mob that day.
